This October 2008 Final Environmental Impact Report is provided as background information.It was considered at a public meeting on December 8, 2008 and is held in abeyance pending further Environmental Review.The document contains revisions intended to correct, clarify, and amplify the 2005 Draft FEIR. The Draft FEIR is included as Appendix C, the "Winding Way Annexation Project Initial Study and Mitigated Negative Declaration". This document includes, as Appendices C, C.a, and C.b, the certified "Winding Way Annexation Project Initial Study and Mitigated Negative Declaration" and accompanying documents (Resolution Number 2004-31 and Ordinance Number 1333) resulting from the City Council actions on March 8, 2004 and April 12, 2004, replacing Appendix C of the Draft FEIR.

How to use this document

This document consists of four chapters: Chapter 1 (Introduction) reviews the purpose and contents of this document; Chapter 2 (Written and Oral Comments on the Draft FEIR) lists the public agency and individuals who submitted written comments or spoke at the public hearing on the Draft, and provides their comments (bracketed and enumerated by topic) in the form of letters to the City or notes from the public hearing; Chapter 3 (Responses to Written and Oral Comments on the Draft EIR) contains the master and individual responses to both the written and oral comments on the Draft EIR; and Chapter 4 (Changes to the Draft FEIR) contains the changes to the Draft FEIR.
